This message outlines the Chief of Navy Reserve?s (CNR) Strategic Design, informs the Navy Reserve Force of strategic initiatives, establishes offices of primary responsibility, identifies supporting offices and organizations, and serves as formal tasking to complete these objectives. 2. SITUATION/ 2.A. The National Military Strategy drives how the Navy will restructure, realign, and resource the future force in an environment of Great Power Competition (GPC). Competitors are deploying all elements of national power to achieve global ambitions. Accordingly, the Navy Reserve must take action to support the direction given by the Chief of Naval Operations (CNO) in the "Design for Maintaining Maritime Superiority, Version 2.0" (Design 2.0). 2.B. The Navy Reserve continues to deliver capabilities and surge capacity to support Navy missions -- whenever and wherever needed. The Navy Reserve has been tasked with building a more lethal warfighting force that is focused on winning in the context of GPC. In response to Design 2.0, the Navy Reserve has initiated six key initiatives to better align with fleet and warfighting roles. 3. MISSION/ 3.A. Reserve Capability Review 3.A.1. To best meet Navy and Combatant Commanders? requirements for increased capabilities and strategic depth, a Commander?s Action Group (CAG) will review current Navy Reserve capabilities, assess fleet needs, and provide recommended courses of action. 3.A.1.a. Office of Primary Responsibility (OPR): OPNAV N0955 Supporting Offices: CNRFC N5, CNRFC N1, OPNAV N0951, Reserve ECH III and ECH IV Commanders. 3.A.1.b. Tasks: Engage with Fleet and Community leads to collect requirements within the context of GPC, and develop the Navy Reserve?s organizational plans to increase readiness for potential future large-scale conflicts. The CAG will conduct a complete review of Navy Reserve units, determine their best strategic employment in the context of GPC, with an awareness of current operational demands, and recommend changes to organizational structures and processes that will optimize responsiveness to future requirements. 3.A.1.c. Deliverable(s): An executable plan to realign the Reserve force structure based on Fleet Commanders? requirements. Specifically, the CAG will provide: 3.A.1.c.(1) An assessment of current Navy Reserve capabilities and assets; a complete review of the Fleet Commanders? Reserve requirements; recommendations for the realignment/distribution of commissioned and augment units; and potential means to resource changes. 3.A.1.c.(2) A recommended process and periodicity for continually gauging and responding to Fleet Commanders? requirements of the Navy Reserve. 3.A.1.d. End State: An actionable, tenable plan to provide the capabilities and strategic depth needed to support Fleet Commanders? future warfighting requirements. 3.A.1.e. In-Progress Review (IPR) Periodicity: Bi-Weekly 3.B. FTS Rebalance 3.B.1. Full-Time Support (FTS) billet placement and distribution realignment is required to design and execute a flexible, agile, and more lethal Navy Reserve in support of Force Development (Fd), Force Generation (Fg), and Force Execution (Fe) initiatives. Proper FTS billet oversight, control, and alignment will drive needed Reserve management, force posture shifts, and Reserve readiness optimization. 3.B.1.a. OPR: OPNAV N0951 Supporting Offices: OPNAV N122, CNRFC N1, PERS-46, PERS-4012 3.B.1.b. Tasks: Assess all FTS billets with respect to their direct contribution to the organization, administration, recruitment, instruction, and training of Reserve Component Sailors and units. Coordinate with all stakeholder organizations and execute FTS billet realignments and personnel assignments, prioritizing direct support to Navy Reserve requirements and capabilities. 3.B.1.c. Deliverable(s): Provide an executable plan, including a timeline for strategic implementation of FTS Rebalance efforts across both operational and administrative staffs. The plan should incorporate billet justification on a clearly defined periodic basis for continual review. 3.B.1.d. End State: Realignment of FTS billets to support Fd, Fg, and Fe Reserve priorities. 3.B.1.e. IPR Periodicity: Bi-Monthly 3.C. Manning Initiatives 3.C.1. The Navy Reserve Force will create a cohesive set of manning initiatives that recruit, onboard, train, qualify, promote and retain Reserve Sailors to field a more lethal force. The Reserve Force will align processes, policies, systems, and authorities to more effectively structure billets and units, manage Sailors? careers, and increase Reserve unit readiness. These processes, policies, systems, and authorities will improve the ability of SELRES and FTS to collaboratively meet the mission of the Fleet Commanders. 3.C.1.a. OPR: CNRFC N1, BUPERS 35 Supporting Offices: CNRFC N3, CNRFC N7, CNRC, OPNAV N0951, Reserve ECH III Commanders 3.C.1.b. Tasks: Provide comprehensive manning solutions, with accompanying Plan of Actions and Milestones (POA&M) that address accession, assignment, and training issues. Coordinate with stakeholders to develop targeted accession plans; drive local market recruiting and awareness; create policies that support accession, assignment, and retention of Sailors with critical skills; and design/align training periods that optimize and expedite obtainment of qualifications. Fundamentally define, and continually assess fit metrics, and develop Navy-wide Reserve readiness dashboards. Solutions will correct policy, process, and structural deficiencies in order to meet and sustain fleet manning mandates, optimize Reserve readiness, improve billet fit and fill, increase speed of delivery, and decrease administrative burdens. 3.C.1.c. Deliverables: Timelines for implementation of manning initiatives aligned with Fleet standard requirements. 3.C.1.d. End State: Coherent processes, policies, and systems in place that are aligned to Fleet standards and are optimized to meet tiered readiness requirements. 3.C.1.e. IPR Periodicity: Quarterly 3.D. Distributed Mobilization (DM) 3.D.1. The Reserve Force will implement a distributed mobilization (DM) process to significantly increase the efficiency and capacity of Reserve mobilizations. The six regional Reserve Component Commands (RCC) are in a key position to conduct large-scale mobilizations in a decentralized fashion. More importantly, they have the expertise to ensure Reserve members are physically, medically, and administratively ready for active duty before detaching from their home station. FTS rebalance addressed in 3.B will enable a long-term solution for Reserve mobilizations. 3.D.2. Echelon IV Commanders and Navy RC commissioned units that function as Navy Reserve Activities (NRAs) will be prepared to assume responsibility for processing Selected Reserve (SELRES) Sailors identified for mobilization. Processing will include mobilization screening, activation, medical readiness, initiation of active-duty pay, general training requirements, and issuance of required basic Navy uniforms and gear. The DM process is not intended to replace billet-specific training requirements managed by AC gaining commands. 3.D.2.a. OPR: CNRFC N3 Supporting Offices: OPNAV N0955, Reserve ECH III, IV and V Commanders Key Stakeholder Organizations: OPNAV N1, USFF, CPF, NECC, ECRC 3.D.2.b. Tasks: CNRFC N3 will work with all key stakeholders to develop and implement a POA&M for a distributed mobilization process with the capacity to mass mobilize the Reserve force at Initial Operating Capability (IOC) of the Navy Personnel and Pay (NP2) system. CNRFC may designate additional OPRs and working groups to accomplish necessary tasks to include efforts currently underway in tabletop exercises. RCCs will also identify mobilization sites in their geographic areas that can process large personnel movements; identify resource shortfalls needed to meet DM requirements; and designate FTS and SELRES billets to support DM processing. 3.D.2.c. Deliverables: Initial POA&M due September 2019. Ongoing: Prepare relevant directives, procedures, and process maps to standardize Navy's DM plan. 3.D.2.d. End State: A reconstituted and effective large-scale, distributed mobilization capability for the U.S. Navy. 3.D.2.e. IPR Periodicity: Monthly 3.E. Individual Ready Reserve (IRR) Management 3.E.1. The IRR must be designed, shaped, and managed proactively to cultivate, strengthen, and expand Navy's strategic depth. IRR Sailors represent a critical component of the Ready Reserve Force who possess diverse experience, unique qualifications, and critical skills for the GPC fight. The Navy must account for and rapidly incorporate IRR Sailors? strengths into the fight when required by the Fleet Commanders. 3.E.1.a. OPR: CNRFC N1, PERS-9 Supporting Offices: OPNAV N0951, Reserve ECH IV, V, and VI Commanders Key Stakeholder: BUMED 3.E.1.b. Tasks: Design an IRR tiered readiness framework that establishes, defines, and enables utilization of readiness categories (e.g. rating, NEC, capability, functional area, critical skill). Assign functional ownership, and implement policies and processes that facilitate rapid mobilization of IRR personnel when needed. Codify mobilization processes and system accesses that allow for seamless transitions from the IRR to SELRES billet assignments or Active Duty opportunities. Initiate, develop, and execute a targeted Mobilization Exercise (MOBEX) for IRR Sailors. Refine and shape an IRR physical muster program (using survey results and feedback) that targets prioritized markets and supports capturing and maintaining higher levels of readiness. 3.E.1.c. Deliverable(s): An executable plan, including timeline for strategic implementation of IRR Management efforts. 3.E.1.d. End State: A robust, fully functioning and fully funded IRR management program that maximizes readiness and increases strategic depth. 3.E.1.e. IPR Periodicity: Quarterly 3.F. Ready to Win (R2W) 3.F.1. It is essential for our Force to expand the R2W initiative in order to simplify and enhance Navy Reserve business processes, improve SELRES productivity, and enable more effective career management. Improvements to Reserve management processes and the drilling experience facilitate better retention, increased focus on SELRES training and missions, and greater job satisfaction. 3.F.1.a. OPR: CNRFC N5 Supporting Office: OPNAV N0955, CNRFC N6, OPNAV N9R 3.F.1.b. Tasks: Focus ongoing efforts on pay and personnel transformation, customer relationship management (CRM) tools, and mobility and cloud technologies. 3.F.1.c. Deliverables: Continued evaluation of ideas from Sailors for actionable items; schedule for rollout of further mobile device-based capabilities. 3.F.1.d. End State: A sustainable process for ideas to flow bottom-up for possible implementation and execution. Updated processes and modernized IT systems to support seamless AC/RC career transitions to simplify SELRES career management. 3.F.1.e. IPR Periodicity: Quarterly 4. EXECUTION/ 4.A. Designated OPRs will develop and execute plans specific to their assigned tasks and make regular status reports to CNRF. 5. ADMIN AND LOGISTICS/ 5.A. This directive does not appropriate funds. 6. COMMAND AND CONTROL/ 6.A. Chief of Navy Reserve will maintain oversight of these initiatives.
